Maybe it is just me but why would any nation be relying on another nation for cyber security? That seems like such a massive security risk to say the least. China spying on the US has been a longstanding things, we arrested people for it. Even recently! I am not sure why this is only being done now by them.
I don't know if they will comply with this warning or not but I feel like this is something that shouldn't have ever been made possible to be on the table.

I think this deals with trade and keeping each other (nations) under control. If you look at trade agreements and reliance on other nations, it prevents war in many ways. This is probably similar.
I think Glitch is right. There are reasons these nations do certain things. China and the US are and have been competing for power but it benefits both of them to work together even though this is the case.
